Looking for a full time job

I am one of the thousands of people in the United States looking for a job.  We are told the economy is coming back and states are hiring.  But hiring what??  So here is a posting for a job in Cabarrus County NC.  For a Literacy Coordinator which I could do except fot not speaking spanish.  So who is this job for? 
So Americas back to school and learn Spanish because they certainly do not want to learn our language and in order to get some kinds of job you have to obviously learn their language!  Gosh I love my country of United States of Mexico!

"Requires graduation from an appropriately accredited college or university with major course work in education, languages, or other liberal arts; considerable experience involving public contact.  Requires fluency in Spanish and English, written and spoken; advanced knowledge of Spanish language and Latino culture.  An equivalent combination of education and experience may be considered.  Valid NC Driver’s License and use of personal vehicle.  Ability to speak and present with poise, voice control, and confidence in both English and Spanish languages.  Ability to establish and maintain working relationships with community leaders, professional groups, and the general public.  General knowledge of modern library practices.  This position is funded by a grant from the Cabarrus Partnership for Children.  The position ends on June 30, 2012; although renewal of grant funds is possible."
